My guess is there is a cut wire somewhere in there...possibly power. You could try jumping the power wire at the tailgate to see if it sends signal with a known good power source.
From my observations, turning the A/C on will always engage the fan, but hard to tell if that's the case at speed. Typically turning on the A/C has always lowered temps for me however I have only recently started observing it and most of my observations have been done in the low 80s...

Unfortunately it's not an AlfaOBD function because no such programming is present in the BCM to use for this. You have to run wires to each door to make this happen. There are lots of videos and kits on YouTube if you want to get this done though...
E Torque could almost be considered a 4thgen 3.6L. The PUG 3.6L made changes to icrease efficiency and performance. On many vehicles with the PUG, it's easy to identify as it adds a EGR cooler to the engine but I'm not sure if that cooler is present on Rams...if so it is definitely a 3rd gen.
It's been a while since mine was that new but I feel like I noticed the same change a long time ago and it's been that way ever since. If I were to record my gen2 3.6L it would sound like this too. I think yours is a 3rd gen 3.6L but I'm not sure if that is the case with Rams.
