Did you by any chance remove any sensors during the pad replacement? If so, it's possible you didn't put a sensor back correctly. There shouldn't be any misalignment and the torque needs to be correct. One of my Neons had abs and if the sensor wasn't perfect, it would prematurely engage the pulsing.

I looked up the part number and found a pic of the lock. Looks like it includes a bunch of springs and pins or tumblers. You need to figure out which cuts are on your key. Each pin has a number stamped so you just use the corresponding pin to match your cuts. I've rekeyed lots of locks for Neons...
If you can find a tailgate lock at a junkyard from a later Ram, it can be rekeyed to work with your key. I've done it for a few members or I can give you details how to do it yourself. Pm me if interested.
