You don't need ppei alone to delete trucks. Regardless if someone doesn't want to sell exhausts you can always have one made and welded together. Plus in my state theirs 3 companies that are doing deletes.
When you rev up a common rail you are spiking the rail pressure and that pressure has to go thru the injectors to bleed off. Slow rpm drop is normal. however get a video so we can see better on whats going on.
Oh trust me I understand why your sketchy of mechanics. But with fluid being that old, changing it just wouldn't do hardly any benefit. A trans rebuild would run in the neighborhood of about 2700-3000 dollars btw.
The fluid consistency is different being that it has 206k on it. New fluid and fluid with that many miles are almost 2 different types of fluid. Changing could result in slipping, burning of the clutches, valve body failure, and others.
