OK I have been connecting the OBDII to the tablet first so it is connected to the tablet. I then turn on the key and then connect to AlfaOBD and still get the same issue. I did and it showed connected to my tablet in Alfaobd. Just seems like it won't connect to the PowerNet module (3rd selection) so that I can go into configuration change.
