Best is subjective. Depends on material, etc.

I have caltrend neosupreme covers. The heat gets through but not as hot as uncovered. .

Seems those that have added leather seat covers have found their heated seats still work. Just not as well as before they recovered them in leather. The neoprene is fairly thin & I am sure still transfers the heat well. Anything very thick will have the same result as the leather. Will still warm the seat but may take a while & won't be as good as before the cover. Hope you find a good solution
