On the evic I used to see 13.7 to 14.2 on the highway.
On the road today at 60 mpg, I saw 13.3 to 13.5. Don't understand the lower numbers.
Engine off I see 12.7.

Anyone know what it is supposed to be, and when it's too low?

It's too low when it won't start. :) Volts aren't really your concern but rather you should be measuring amps. You should do a load test with a unit like a carbon pyle tester to see if the battery is holding amps. If the test shows a low amperage you need to replace.

Mine is around 13.7 to 13.8 most of the time. Now and then I see it drop to 12.8 for a short while.
