2006 Ram 3500 won't start

I have a 2006 Dodge Ram 3500 5.9L Diesel 4x4.
It stopped starting one day. It has the semi-crank, no start issue you get when you have low battery voltage.
I got new batteries for it, and also tried to put on jump packs. That doesn't change the issue.
I tested the old starter, and it passed voltage test, but failed current test. I got a replacement starter that I tested, but it did not fix the issue I have with the car starting.
I don't think it's the relay since the starter is trying to engage.
I am not sure how to diagnose further.

What is the battery voltage of each battery while attempting to crank? Do the cables / connectors near either battery feel warm or hot?
