One has the rubber pad,the other doesn't. Unless your rubber pad is in excellent shape,get the complete assembly.

both my 2009 & 2016 1500 bumpers looked like this, right out of the box
2009 Dodge Ram 1500
2016 Ram 1500
The 2016 Ram 1500 bumper, that i replaced with NON Chrome
Notice the area around the license plate mount
On mine, there is nothing on either side of the plate mount
You just have to look at your choices, mine looks like your #1 image
except your #1 image, does not have the cut out piece on the bottom, for the class 4 hitch.
But that may be from the picture being taken at a certain angle, i would ask the seller
