Headlight Nightmare... please help

So im having some issues with the stock headlight wiring. im in the middle of retrofitting projectors and ran into issues.
2 lamp system.
Before i tested my harness:
pin 1 is R/O and is hot when vehicle is off and when low beams are on, Ground when hi beam is on
Pin 2 V/W is ground only when low beam active
pin 3(V/R) is hot only when hi beams are on
After building harness it didnt work so i removed and tested again and got:
Pin 1 hot when vehicle is off and when low beams are on, Ground when hi beam is on
Pin 2 ground only when low beam active
Pin 3 always hot
how should my 9004 plug test without lamps in them?

Yeah, you're finding out why I just ordered some plug-n-play headlamps when I upgraded to better lights.
A lot of problems retrofitting headlights on your own, that's why they're so expensive as complete kits.
My headlights, fwiw.
